The Office (US version) (Season Two)

"The Office", as proven by "Casino Night" and the latter half of "The Dundies", can be quite funny when it forgoes understated humor in favor of jokes with a solid probability of landing, so it's unfortunate that, for its first two seasons at least, trash like "Christmas Party" and "Michael's Birthday" represent the norm. It's anti-humor without any conveyed impression that anyone involved knows how to use anti-humor effectively (rule #1: moderation). The romance plots would be engaging even if the show was reliably humorous, so it's a godsend that these threads work. A measurable improvement, though far from good.
